Yes, essentially every apartment in Carmei Gat has a mamad, a reinforced safe room. Israeli law has required one in every new home since 1992, and since Carmei Gat was built almost entirely in the last decade or so, it comes standard here. It's one of the most common questions I'm asked.
Almost always. I've yet to see a Carmei Gat apartment without a balcony. It's a standard part of how the neighborhood was built.
It's very manageable. The Kiryat Gat train station is about a five minute drive from most of Carmei Gat, and a lot of people scooter over to catch the train. From there it's around 40 minutes to Tel Aviv, and plenty of residents commute daily. Jerusalem is about an hour, Beit Shemesh about 30 minutes, and the beach in Ashkelon is roughly a 25 minute drive. There's even a morning minyan on the Tel Aviv train.
Just about everything you need day to day. Three malls, chain and specialty grocery stores, restaurants, the major health centers, gyms, Judaica stores, hardware stores, and more spice and nut shops than anyone really needs. Kiryat Gat proper, a few minutes away, adds things like pools and community centers. A few years ago this was a single makolet, so the change has been dramatic.
Whatever makes sense for you, and there's no need to rush. If you're coming from abroad and you're not sure, renting first can be a low stress way to get to know the area before you commit. I'm glad to help you rent now and buy later, when you feel ready.

Yes, but Israel makes this simpler than most landlords expect. Each year, you get to choose between three tracks: pay nothing on rent under about ₪5,650 a month, pay a flat 10% on the total rent with no deductions, or pay your normal tax rate on the profit after real expenses. More than people expect. Plans are easy to misread. An apartment listed at 120 square meters might have large bedrooms and a small main living area, and that has caught a number of buyers recently. There's also a lot that's negotiable in a new project, including the price, the payment schedule, upgrades, and other terms, and having someone negotiate those on your behalf can save you real money.
